Part id help

Need help with the name of the part pictured that has fuel line connected to
it. What is its function also?
On a 1973 Pontiac SD455

I have never seen that before.
Is it just clamped to the fuel hose or is the hose split and connected to that part?
What problem are you having that caused you to determine there is an issue with this part?
Those tie raps are making me question whether that is a factory part.
 
It looks to be some type of check valve, is it in the vapor return line from the fuel pump? I have been unable to find anything like it in the 73 fuel diagrams. Your engine appears to be the early 73 Light Blue color, not the darker blue used after the mid year emissions scandal, so I am assuming your car still has the original early 1973 emissions equipment on it. (as does my 73 Lemans Safari) But my car does not have anything like that on the vapor return line
 
I have a feeling it's one of those miracle devices to increase gas mileage since I do not believe it is actually in the fuel line thus the tie wraps to hold it on.

Here are some more pictures. I was thinking it might be a factory part, but owners replaced it with a straight fuel line. Clamps look like a zip tie but are actually hose pinch clamp.

I am 99.99% sure that is not a factory part.

I never said it wasn't stock, the way it mounts to the front cover made mw question the other opinions. But I have never seen one before. I also have never owned or worked on a 73-74 SD 455 (never had the pleasure) But the location looks to me to be in the vapor return line going to the charcoal canister with it being located on the passenger side of the front cover in a flexible hose.
That SD Formula in the link it a beauty! I still suspect some sort of check valve.
