Pontiac Firebird Tilt Steering Wheel Repair (Loose)?

I am thinking about buying this car. Its a firebird year 89 and told that it has 76000 original miles.

Only obvious problem known is the tilt steering wheel is loose and needs repair. How much should one spend to get it fixed? I live in San Francisco and mechanics charge around 115 per hour plus material.

How much is it going to cost me if i wanted to take it to a mechanic?

Any other problems you guys know that i should consider before buying? Any common issues? When do i need to change the timing belt and water pump? How can i make sure that the car has all original miles by taking a quick look?

Any ideas highly recommended and if you are in the area you are invited to attend the next car show in town. I will have free tickets for you.
 
There are three bolts under the steering wheel that need to be tightened with loctite. This is a common trouble with theese. Call a shop for an estimate. I would think it shouldn't be more than a couple of hours. This car has a timing chain, so no belt worries. If the water pump starts leaking, replace it.
