will turn but won't turn over. does not make clicking noise or grinding that is typical when the starter or cylonoid is out or going out. sounds normal just won't go ahead and turn all the way over

I believe you are saying the starter turns the engine but the engine will not run? You either have no spark or no fuel. Are you or a friend capable of working on the problem? If so I can provide some suggestions to check.
