Power antenna 1998

I have a power antenna on my 1998 Firebird. When is the antenna supposed to extend/retract. Does this occur when you start the car, or when you turn the radio on. Mine does nothing. To get it up you have to pull it up manually, and the same to lower it. There is no sound coming from the antenna motor when you start the car or when you turn the radio on/off.

it rises when the radio is turned on. using a voltmeter check for power at the motor. Attached is a link to the 99 owners manual which is similar
