Power Stearing Pump

If my pump is very whiny when I start the car and when I turn, and there's plenty of fluid in, does the ps pump need replaced? It also seems to be leaking and we couldn't find a leak from the pump or underneath -- maybe coming from the cap?

If the cap is leaking you should see fluid going down the sides of the pump. If you are definitely sure the sound is coming from the pump, it should be replaced.
