power steering fluid

I am learning maintenance on my son-in-laws 1964 Pontiac Bonneville. Have shop manual on order meanwhile found power steering fluid low to nonexistant. Owners manual specifies Power Steering Fluid but cap says Transmission Fluid. Added trans fluid and steering works fine but am wondering what gives. Is this aftermarket steering pump? Are fluids the same other than color?

Done online search with no help.

Typically both fluids have been used for PS. No harm is done but I have always tried to use the clear fluid which is specifically for PS.
