Problem getting drums back on 1994 Pontiac Firebird?

i just replaced the brake shoes and wheel cylinders and i cant seem to be able to get the brake drums back on. they are pretty rusty and they have a small lip of built up rust on the inside edge. how can i get that built up rust off without harming the inside of the drum? i already took a wire brush to it multiple times.

It wouldnt hurt anything if you took a small air disc sander to the edge, that is if its just a small build up of metal.

I would make sure that they are not out of round, and if the lip is deep, could be a sign of worn out drums, could try having them turned just enough.
Also, did you turn the adjuster down some?
