Problem with headlight motor and Wipers

I have a 1985 trans-am that I just bought. The wipers go up 4 or 5 inches and then stop. The headlights also don't come up by themselves. We believe that it might be an electrical problem but don't know what to do to fix it. Any help would be appreciated.
 
On the headlights, first check if you are getting power to the motors. if you hear the motors operating than it's probably stripped plastic gears. On the wipers, first check the motor out of the car to see if it will cycle completely.

The headlight motors are getting no electricity, and the wiper motor is cycling. Is the nut in the middle supposed to rotate as well. The previous owners took things apart and didn't put them back together well. They didn't tell us about any of these problems either.
 
I would just replace the wiper motor. Normally they are supposed to "hop up" above the hood line then begin operation. If the previous owner was your typical "monkey with a wrench", then it is a safe bet it was screwed up in some way it wasn't supposed to be. As for your headlight motors, check the plugins. Sometimes people unplug them if one isn't working normally. Could also explain your lack of power. If they are plugged in, check all of the wiring. I would highly recommend purchasing a shop manual. Another thing to check is the light switch itself. They go bad sometimes.
