quad 4 nooil pressure

Hey guys.. so i got a 2.4l in a 2000 grand am. i am getting no oil pressure at all. the bottom end was freshly rebuilt by someone else. no oil coming out of the oil filter housing when cranking. does the balance shaft assembly need to be timed to the engine? (just a thought) i put a new oil pump on it thinking that would solve it but it didn't. Any help would be great!!!

is the pressure relieve valve part of the new pump?

After 3 oil pumps I finally got oil pressure!!!! Thanks Guys for looking!!!!
