Questions about a gal buying a Ram Air WS6

Hello all, so I went and looked at that 2000 Ram Air today with 56,000 miles, its been garaged and not driven in 8 years. I had my mechanic check it out and it looks good, but it needs all new tires, new exhaust pipes as there hanging to low, not a muffler but pipes only and the paint on the glass near the T-TOPS to the roof is all bubbles, it looks pretty bad, so that needs to be repainted. the car has been painted in the rear quarter panels but nothing major to the frame but lots of over spray, the normal person wouldn't notice this though, so I am okay with that, but I will need to paint the roof near the T-TOPS. Why is the seller asking such a high price for this car, it blue books out are 10,500 and she is asking 14,500. it needs tires ASAP, even though the blue book shows a high value of 10,500 can she get that much for it? do these cars hold up at a high price because there rare and not made anymore. I want to be fair to this seller but I don't want to over pay for the car. so my question is, can people charge a high price for this car, over the blue book and get it? its perfect inside and although its sat for 8 years my mechanic told me what to watch for and I will baby it for 3 months. I offered her 9600 but told her I would negotiate from there, she said a firm 14k is it worth it? please let know if I am going to need to pay more than blue book for this car. wow 21 views and no one can help? I just want to know if these cars are going for a higher price than blue book, for a 2000, with 56k, that's mint, minus bubbling paint near t tops and tires its gorgeous. low miles and been garaged 8 years? I need to decide today, can anyone answer for me please? its a tough situation as the person that owned it passed away at 21 years old, so his mother is selling it and was in tears when I met her. I offered her a lower amount and she was so insulted. I am trying to negotiate with her, she feels its worth 14k with it needing tired and a little paint work near the T-tops. the car is gorgeous. please advise ASAP. Thank you. this is a 2nd owner car no maintenance records. but I know the ram air, I have had one before there pretty mechanically good. there are ram airs I can find in California ( Northern) that meet my specs, I want black or red with a 6 speed.
 
The average person coming to this site has the same resources that you have in determining the value of a car, edmunds, nada, car collector, and kbb. The problem you have is you are dealing with a seller who has an emotional connection to this car. She does not see the issues with the car effecting the value. You can show her print outs from the various sites showing the value but you may just want to start looking at other cars.

Seems high to me given the work it needs. As Mel stated, emotion may be affecting the price.

People always try to get as much as they can and some people are willing to pay it. What you could do is get some of your friends or relatives to go there and look at the car, but make offers $750-$1000. less then you did. Then you will look like the high bidder and maybe the seller will realize that you gave aa good offer and reconsider the price. Otherwise just walk away.
