Speedometer Acting A Little Weird and Oil Cap Stuck

Not a "big" issue since my car seems to run and drive good but... A couple times I noticed upon acceleration, at about 20mph my speedometer needle will go up like it's supposed to but then will drop for a split second and then continue to go up. My foot is on the gas the whole time, since I'm accelerating both times so it's not like my foot slipped off the pedal or anything.

It's so far happened twice, both times at about 20mph. First time was about a week ago, second time was earlier today. Why would it do this?

Also, my oil filler cap is stuck and won't come off. When I put it on last, it made a clicking noise meaning it was on all the way. I didn't over tighten it but now it won't come off. Does anyone know how I can remove it so I can replace it?
 
The speedometer is controlled by the VSS, vehicle speed sensor, located on the transmission case. Check for a loose or partially broken connection.

Can you get a plyer on the neck of the cap to loosen it?

Figured it had something to do with the VSS. And I got the oil cap off and put a new one on.

The very top part of the cap, the plastic part that says "5w-30", one of the clips that holds it to the base was broken so that's why I thought the whole cap was broken. I ended up just prying the top part off with a hammer and unscrewing the rest and put a brand new one on from AutoZone.
