Starting problem

Car won’t start, when I turn the key a whirling sounds comes from the engine bay.
New starter

What is the battery voltage?
Have you looked under the hood while someone turns the key to determine the source of the noise?

If you hear the same whining noice after you get it up and running then you might think it's the transmission as I did long ago but it turned out to be the exhaust manifold gaskets ,it's hard to pinpoint that whining sounds exact location
