Stiff steering

I just bought a 1999 Pontiac Sunfire.
First thing is the steering...It gets tight when I try to turn the wheel while sitting still...but if I am moving slightly it will be ok. What could that be? Power steering fluid is fine. and I also get the whinning noise.

Second thing....in order for me to start the car I have to turn the ingintion key partly on wait a few seconds then try to start and she will start...but if I just try to start it with out waiting it will not start.

did you check the tire pressure when cold, too low a pressure makes steering more difficult. On starting the fuel pump has to kick in and pressurize the line. If your fuel filter is clogged or there are other pressure related issues you will have the issue you are describing.

I Hope its the fuel filter that would be great! I will check that.
The tire pressure is fine...is there anything else it could be?
