Sunfire issue

My mother in laws car is having a strange issue. The car will not start. At first I thought battery, but I tested it and it had 12-13 volts. Good right. Well when I tried starting it, it just clicked. To me that sounded like a starter. BUT after removing the key the gauges started to flicker with a clicking sound. Any ideas? Thanks

Remove the battery cables and check for corrosion including under the terminal insulation.
