I think it's most likely the starter but asking here for confirmation.
When I turn key it makes a varoom sound but high pitched like the starter is whining but not turning things over (no rur-rur-rur just a high rev whine). Someone watching said the belt moved but only a little so I put a mark on the belt and checked it is moving but must only be for a split second, because I don't get the rur-rur-rur. I tried a jump pack to see if the battery was weak and tapped on the starter. Maybe twice out of twenty tries I heard a clunk like something was trying to turn but it was few and far between and fleeting.
Back Story: I have heard some funny clunks a couple times when I started it lately, usually this would manifest as a rur-rur-clunk, at which point I would stop and wait a couple seconds and then try again, and it always cranked
