tail lights

I recently acquired a free 97 sunfire with multiple electrical issues. I fixed all but 1 and it may not be an issue. does anyone know if the license plate lights as well as the Pontiac badge in the tail light housing is suppose to be on all the time. or is it a part of the DRL circuit? or what? if the key is on those lights come on regardless of the head light switch position.

do you have the owners manual? Oldest I have access to is 99 and no mention of license lamps being on with DRL.

no mention of it in the owners manual.
ive tried finding an electrical schematic so I can trace the wires in the dash but no luck
