Temp guage not working on 2001 Grand Am

I have a 2001 Grand Am tha the temperature guage will go all the way over to hot when started than drop back down to the lowest reading after it starts. I think that is normal but it doens't climb after that. The rad fans kick in shortly after starting the engine & stay running. I changed the temp sending unit on the engine today but that didn't fix the problem. What else should I look for and try? Thanks for all who read this and offer help.
 
Unless they've changed over the generations, the coolant fan should kick on when in defrost or AC. If you're system is not in these two modes, and the seen temperature is that low, the fans shouldn't kick on, unless the car realizes that it's not seeing the coolant temp as well. Can you get it scanned and see what the car is thinking?
 
I had it in a garage where the temp was warm but than I took it out and drove it where the temp is -12. Even after driving for 15 minutes the temp guage never moved. I will have to get it scanned sometime. It is my daughters car and she doesn't come home much due to university.
