Theft light on solid after starter replacement

Hi, I have a 99 Sunfire GT 2.4l that I just replaced the starter on, when I re-hooked up the battery, the Theft light is on solid and the car will not start. The starter will engage but no spark. I tried resetting it a few ways, turning the key t on and leaving for 10 mins, unplugging the battery for 2 hours and repeating the previous step. I took out the Alarm fuse and it made no difference. Anyone fix the same problem on theirs?
