Washer Pump install, 68 Firebird

I replaced the washer fluid bottle and washer pump. When I run the wipers, the pump is running as well. I removed the pump and ran the wipers, and the four lobe cam turns whenever the wipers are on, even without the wiper knob depressed to washer mode. Is the cam supposed to always turn? If so, what keeps the pump from always running when the wipers are on? Everything fit well, and I matched the cam to the cam following pin on the pump when I installed. Should the cam following pin retract out of the way unless the pump is activated? Thanks for any help; I know there must be something simple I am missing.
 
Yes the cam always turns but when you push the button for wash it energizes a solenoid. This is a description from another site.

The mechanism is pretty simple, the motor has a drive pin that locks into a 4-lobe cam. The cam drives the ratchet pawl any time the motor is running. When you press the wash button, the solenoid pulls the release and the ratchet pawl engages the teeth on the ratchet shaft, and pulls the piston down.
 
Thanks. I'll try unplugging the electrical connector and run it to see if it still pumps. Maybe the switch in the dash is failing, and is always on.
