What constitutes a number matching engine if it's been rebuilt?

This question just came up somewhere else and I can't really find an answer, hopefully some Pontiac experts will chime in with their opinions. The question is, if you take a pontiac 400, and rebuild it as a 455 with a stroked crankshaft, is that still a numbers matching engine?
 
As long as the original stamping from the factory on the external engine surfaces are still legible and correct it is numbers matching.
NCRS is one of the pickiest groups in judging numbers matching but they do not disassemble anything to determine if the internal components are correct.

Mel... is right if the driveline parts with serial numbers are original to that specific vehicle, then it is still numbers matching.
