What is wrong with my 2000 Pontiac Grand Am 2.4L (rebuilt engine)?

So before I replaced the water pump everything was fine (I even changed out all the gaskets and seals). Then my car began to have idle issues I replaced the oxygen sensor, distributor cap, spark plugs, spark plug boots, and the IAC (Idle Air Control valve). Apparently (according to Auto Zone my care doesn't have an ERG). Now here is the issue at start up my car reaches 4000 rpm's (normal is supposed to be at or around 1000 rpms). After I turn on the AC or defrost the car goes down to 2000rpms and once in reverse or drive it goes down to 1500rpms. While warming up the car can maintain a constant speed on even ground with my foot off the pedal (to stop this I turn the AC on) to decelerate at have to put the car in neutral. After it is warmed up I have to turn the AC or defrost off so it doesn't stall while stopped (while moving the car is fine and doesn't act like it wants to stall nor seems like it will only while stopped after it has warmed up.)

What is wrong?!
My idle speed does not climb or drop while driving only while stopped (warm stop tries to stall and cold start idle speed hits 4000 rpms)
