What temp should rad cooling fan cut in at idle???

Son told me his fan was not cutting in unless the a/c was on. After doing some reading I found out that it will cut in when the a/c is on to help cool the condensor.

After checking his car with the a/c off and at idle the fan did cut in but not until about the 3rd line past 90 celcius. He states it used to cut in at about the 90 celcius on the guage. Is there a problem here or is it just because it is hot outside and it will act differently?
 
90c is 194F which is too low for the fan to start, I dont see a problem if it's coming on at about 99c which is 210f.

Thanks for the info.....I will tell him he has nothing to worry about as long as it cuts in consistent at this temp.
