whats that in front of my front right tire?

i have this thing hanging down in front of my front right tire, i was told it was my abs brake computer Its leaning on my muddflap causing my flapp to rubb the tire constintly. what is that? can anyone help me?

if its the right side its the inspection cover and or the fender liner. use zip ties before you tear it up. wait isnt the fender in front of a tire! 7mm bolts
