Hello,I'm working on wiring for 1983 25th Anniversary firebird TransAm and I'm unsure where this wire should go and if it is to be grounded.

It's a capacitor that has to be grounded for it to work.
What is the wire connected to?
 
Is it wired to a particular circuit?
Do you have a 1983 shop manual?

One end is wired to the fuse box and the capacitor is at the other end.

The mice did a number on the wiring under the hood but interior not too much damage. I just couldn't figure out where this wire was supposed to go.

The capacitor is supposed to be screwed onto metal to ground it. Typically it is for radio noise suppression from circuits such as HVAC fan motor.
 
Is it wired to a particular circuit?
Do you have a 1983 shop manual?
It appears to be wired into the left back circuit. I have a service manual but it doesn't show the particular part.

In the thread below they state the capacitor is grounded to the corner of the fuse block, just make sure it is grounded metal.

In this picture they show the capacitor
