1996 Grand Am 2.4L. I have an issue where it feels like it's about to stall out but never does.

I have a 1996 Grand Am 2.4L. I have an issue where it feels like it's about to stall out but never does. Sometimes its only for a split second some times lasts a few seconds. The quick ones feel more like a throttle response issue but the long ones feel like its going to stall. The fuel line seems fine (new filter as well) and the air way seems fine. It might be electrical I'm thinking. It also has an issue with the speedometer. I don't know if they are related. The speedometer works sometimes and sometimes not. If its not working it'll go up to about 20 mph then drop to 0 and usually wont work for the remainder of the trip. But if i stop and go it'll respondand go up to 20mph again and drop. Some days i can do highway speeds and the speedometer works fine. I have replaced the speed sensor. The car isn't showing any codes at all.
 
When did it have a basic tuneup?
Did you clean the idle air control valve and throttle body?
 
It’s had a tune up recently.
At idle and just after are fine. It usually stutters when cruising and you give it a bit of gas just to keep up your speed.

Sorry my last post might have been confusing. Only the speedometer is having issues at the stop and go point. But again, I don’t know if they were related. I was just thinking it was a possibility.
 
You already replaced the speed sensor and that can effect an automatic transmission shifting.
Did you have the problem before the tuneup?

What plugs did you use?
What did you gap the plugs to?
Did you check coil housing for lack of corrosion?

How about cleaning IAC and throttle body?
