Seller lowers price for bad starter?

I fix headgaskets. Found a guy with torrent and no start. Asked why and he said no crank. I mentioned I do heads and look for torrents that need work. He will sell it for $600. Which is in my price range but he could get it to start for price of new starter? Or he knows motor is seized?

If you know Torrents and you are interested try turning in over with the crank bolt.
