I have an 02 GA that is like the throttle is stuck wide open. Coming home the other day car would not slow down. Had to be put it in neutral and turn the key off to stop. When car is running or starts it is full throttle redlining. The throttle linkage is free, pedal is free, replaced the TPS and the AIC. And is not throwing any codes.
Any thoughts?

Assuming cable activated throttle body, if you disconnect the cable does it run at full throttle? If so, something is holding the throttle body open.

But does it completely close? Air is coming from somewhere.

Yes it does completely close.
Recommend you take it to a shop. There is air coming in to create the excessive rpm and the only part that does that is the throttle body.
