A/C Troubleshooting

I'm working on my 2003 Sunfire. The A/C is not working, the clutch is not engaging. I spent the afternoon doing some tests. The fan does come on when the A/C button is pushed inside the car. I checked the A/C pressure and found the system to be very overfilled. I lowered the PSI back to the proper level but still nothing.

Here are my questions. I know these have a low pressure shut off switch do they also work for over pressure? I did find UV dye in the system telling me the overfilling was most likely done by the previous owner. How do you reset the shut off switch?(if possible) Is there a way to jump test the clutch?

There is a small weather pack connector right by the pulley on the compressor but it shows no voltage when running, Should it be showing something? If I cut it off and make a pig tail tester straight to known voltage would that cause the clutch to operate?(if good)

I would love any help offered, I would like to be dead sure before I shell out $300 for a new compressor. Plus its summer and getting toasty.

Can I assume you determined overpressure by using gauges? Did you check for a blown fuse? Did you check the A/C relay by temporarily switching it with another one with the same markings? If you have no voltage at the compressor there is no point in cutting the harness to run power direct to the compressor.

I did use gauges to determine overpressure, I did check all the fuses, No I did not try the relay trick but there is one just like it right next to it. I will try that and let you know. My thoughts on jumping power straight to the compressor was the same as jumping past your solenoid on your starter. If I eliminate everything and test only the compressor it would take one more thing off the list of things that could be bad. Just wanted to know if it would do anything
 
Problem solved

Great news!! I fixed it.

I was going to test the relay with the one right next to it until I saw it was for the fuel pump. While looking online at some manuals I noticed that the relays in the pictures were right next to each other mine had a gap. I unplugged the relay and moved it over and BAM A/C compressor clicked on and cold air started coming out the vents:D

great but what happened to the original relay in that spot?
 
it was plugged in on set of holes over. Just moved it over lol.
