2006 pursuit whinning noise

i have a 2006 pontiac pursuit and it has a low pitch whinning noise coming from the front end. it gets louder as you speed up. its not a wheel bearing they are both tight. its not the tires either. any ideas? everything is tight in the front end. its a standard transmission and it does it even when in neutral. is it possible to be a axle?

how about a bad alternator bearing or idler pulley bearing or CV joint
