1997 pontiac sunfire solid theft light

So im working on this car and im stumped. The car does not start it cranks fine but no start. The theft light is on but is not blinking. It stays solid and never blinks. I tried doing the relearn procedure but no luck i kept the key in the run position for over 30mins and the light never went away. What else can it be?

the problem is the theft deterrant system. get the codes read. a full function scan tool is required. a code reader cannot access body codes.

I know Its the theft system but I need help troubleshooting. sorry I should have mentioned I got dtc p1629 which says no.password . I do not have access to a scan tool to pull codes from the ipc or bcm just hoping maybe somebody could share some experience in a similar scenario where the light did not blink just stayed solid. I plan on.replacing the icp tomorrow.

diagnostic starting point for p1629 is to check for theft codes and communication codes.

It would be a best guess without knowing what dtc's to troubleshoot.

Good chance the key sensor in the ignition switch is not recognizing the key.

any way to diagnose the ignition? Is there way i can bypass that?
