Does anybody knows what is the part# or show me what parts is the one the holds up the fog light/ where it has the three screws thank you,

Looks like we're in the same boat - i'm also looking for a grand am fog light mount bracket. I checked out GMPARTSDIRECT and it looks like the mounting bracket and fog light are not sold seperately as they are one part. GMPARTSDIRECT wants 92$ for a new foglight complete with the mounting bracket, but you can find one on Amazon for 25$.

The part #11 in the bumper diagram is a reinforcing plate, the part you are looking for is probably part of the complete bumper.
