Ok I oreder the rod. So here is what I did yesturday evening. I took the rod out and changed its position from the inside to the outside and it worked. The choke opnes up all the way (see pictures), the only problem now is that when I hit the gas pedal the littel butterfly's dont close back down so the car stays rev really high so I have to manually close them by hand.

Here it is with the rod facing the outside this way the coke works great and it opnes up all the way.




The way it was before was in the inside. This way the little butterfly's do not open up all the way. They only open a little bit.

The float bowl is a chamber inside the carburetor. The correct rod should be on the inside.

I ordered the correct Rod should be here today or tomorrow. I also figured out why the choke was not closing. There is this little screw that needed to be adjusted. It was closed all the way down so I adjusted it and the choke is working great it opens up all the way and when I hit the gas pedal real quick it does not reve up high since I adjusted the littel screw. Here is a picture of it.

The screw is on the choke side.

Also here is a picture of the carburator. Where exactly do I need to look to find the float bowel? Do I need to look where I have the little butterly open or do I need to look where he butterflys are closed to find it?(the gold ones)

 
why are trying to find the float bowl, the carburetor has to be disassembled and you just had it rebuilt. The screw is the fast idle adjustment. If you are getting the Pontiac Service manual the carburetor sections gives a detailed explanation of how to adjust it.

I just wated to know where the bowel was. The carburator has two fast idel adjustments. One on the side where theRod to the choke is and the other one on the oderside where the wire to gas pedal attaches. Sorry for the late response as I have been really busy(The wife is added again) This weekend I got a chance to work on the car and one of the reasons why it was so difficult to start was the starter. I pulled it off and had it tested, the shaft where the teeth come out to engage the flywheel was no good if you took the starter and put it upside down the teeth inside the starter would move down if you put the starter right side up the teeth would go right side up. you could move the teeth with your finger. Now the car starts up with one turn of the key without even having to pump on the gas pedal. :D I am still waitng for the new rod to arrive to install it the proper way. I just looked at the tracking number and its scheduled to be delivered tomorrow. the manual should be here today. Thank you for all your help I greatly appriciate it.

The screw on the side where the rod is, passenger side, is the fast idle ajdustment. It controls the idle engine speed when the choke is engaged. The screw on the drivers side where the accelerator cable is the idle adjustment. It controls the idle speed when the choke is fully open.

The answer to your question as to where the float bowl is;
It's in the body of the carburetor where it fuel line enters, on the primary side. The float level adjustments are made during the rebuild. If done correctly, you need not worry about it again until the next rebuild is required. So, in your case, you should be good to go for the life of your car unless you intend to put tons of miles on it! ;)

If, when you put everything together, you have any open tubes or ports on the carb or intake, you should cover them with a good rubber cap so as to eliminate any unwanted vacuum leaks.
