71 Police Package Catalina

thanks for the post, very clean car

Hi,

Just found and joined this forum, the 71 Freeway Enforcer is my Car. Clean car for a Northern Government owned car. But as it has been in storage for 30+ years it is going to need a lot of little things.

As I have been working 6 days a week 12 plus hours and on my most dreaded of shifts afternoons, not as much as I have hoped has happened on the car. Things I have accomplished have been simple,

Oil/Filter Change
Radiator Flush, hoses and new Coolant
Rebuilt the carb to fix fuel compatability and non working secondaries.
Removed the incorrect 1972 Log Exaust Manifolds, and the remains of the
stock exhaust system.
Fixed The Horn
Fixed the Turn Signals
ordered most of the needed mechanical parts, including the correct
repo Ram Air III style Manifolds.

Things that still need done.

Install Manifolds & Exhaust system
Install in line fuel filter (due to threads on the in carb filter housing being worn)
Drop the fuel tank for 2 reasons, pull fuel sender to check operation, and inspect inside of tank to find cause of the Metallic brown sludge found in the carb and filter housing.
Blow out or replace Fuel Lines
Change Trans and Rear axle Fluid
Replace Leaking Brake booster
Replace Brake master cylinder
Replace tires (the ones on the car were last made in 1975 so even though they have a lot of tread left I do not trust them)
Many little electrical issues such as Wipers, washer and dash light's

I hope to get more done next week when my shift goes down to 8 hours six days a week. I will post some pic's when I get a chance.

Update on the Freeway enforcer, I was hoping to have the car up and running by now, but a series of small and not so small set backs have cropped up.

Well I dropped the fuel tank, and found that while the tank is basically sound, it had about 2 to 3 inches of water in the bottom for some time, the bottom of the tank is very scaly. And even this would not pose a major obstacle, But I have found out the hard way what changes the Police package Made to a Base Catalina Sedan. The Fuel Tank in Baffled!!!! Never thought about it, but it makes sense for taking high speed corners with a less than fuel tank!
I have located a shop about 45 minutes west of me that says they should be able to boil out the tank, and coat it inside and out. I can't wait to see what that will cost me! All my friends were telling me just buy a regular fuel tank and put it in. But the other issue is this tank has 3 Vapor return lines, the normal tanks only have 1, another feature of the Police package is a modified fuel system, as Police cars idle for long periods of time they tend to Vapor Lock, and all 2 extra return lines are to correct that issue.
Well the baffled fuel tank makes the use of the normal lever mounted float impossible, so the Police cars have a Canister style fuel sender. I did find a shop 1 hour north of me that could rebuild mine, and 2 days an $340 later that issue should be solved. A new 71 sender would have run $89.00 so another expensive repair down.
I also have the Correct Ram Air Manifolds Mounted now, still have to reinstall the starter, and Oil Filter adaptor that had to be removed to put them on, they have both been cleaned ands repainted so hopefully they will go back on tomorrow. Then I can Start installing the new exhaust system. It all arrived late last week, I included some pic's of the incorrect 1972 Manifolds that were on the car, and the Correct 1970 GTO Ram Air III manifolds that originally came on the car. Getting there, but slow progress.

So far what I have learned that were part of the Police Spec
Boxed Convertible Style Frame
Ram Air III Exhaust Manifolds
Certified Speedometer
Heavy Duty Front and rear Suspension
Heavy Duty Front and rear seats
Larger rear drum Brakes (same 11" drums that came on the Station wagons)
Special 15X8 inch rims
1 1/8" Front Sway Bar
7/8" rear Bar
And roof Wiring Harness for Lights.

Those mainifolds look quite a lot different than the originals. They are still D port, correct? You cannt open the existing fuel sender and check the electrical contact? Quiet often they fail due to corrosion or lack of tension between the contact surface and the moving component.

Believe it or not the Ram Air manifolds are what the car was built with and are correct, but these are not the original Manifolds but reproductions. A previous owner removed the good manifolds and installed a set of 1972 Manifolds in there place, the manifolds I removed were cast 11 months after the car was delivered to the Chambersburg PD.

As for the sender, I am Familiar with the normal lever style with the float loacated out on an arm. And have repaired that style in the past the canister type was new to me.

And a bonus for pulling the tank, I did find a very well preserved Build Sheet!
