01 montana air conditioner

I have an 01 montana with 80k miles. I've only owned it a few months. The a/c works good driving on the highway but when in traffic or in park it blows 70 degree air. Going down the highway it will blow around 46 degree air. I had the pressures checked and the freon is good. Both fans run when in park also. I'm not sure what could cause this. Any ideas?
 
My father in law has a set of gauges and we've checked the freon and pressures were good. What is a good high and low pressure for the montana's? Is there anything to check for aside from the freon? Would an ac/heat blend door cause it to not work at a stand still? I just don't understand why it would work on the highway.
 
Would an expansion valve cause symptoms like this?

Have you noticed if at low speeds the evaporator is freezing? if so it could be the expansion valve.
 
No I haven't checked. Where is the evaporator? I really appreciate the help. I talked to a mechanic and he thought the fans may not be switching speeds. What would cause that?
 
Are you talking about the engine fan or the interior fan? The engine fan has only one speed and the interior fan you control with the fan speed knob. The evaporator is usually located on the passenger side under the dash.
 
I was talking about the engine fans. Both fans stay at a constant speed. The mechanic had told me that sometimes they have 2 speed fans and that could be the cause of it. I'm just trying to figure out some things to check myself before I take it to a shop for a 45 dollar/hr diagnostics. I have a haynes manual on order at autozone. Should be here tomorrow. Do I have to take the part of the dash off to access the evaporator or can I access it through the glove box?
