02 Sunfire rattle under dash

I just bought a 2002 Sunfire. It seems to run very well, but it has an annoying rattle under the dash board. It sounds like a brace is loose or something. It starts rattling when the car idles or while driving on any less than perfect road. It is not related to engine rpms. Google turned up a service bulletin TSB #012803 that I can't read without paying, but the title indicates that it might be the throttle cable. Does anyone know what this is and how to fix it?
 
this is what the NHTSA lists for that bulletin, for more detail you would have to check with a GM dealer or a shop that subscribes to a bulletin service.

THROTTLE CABLE RATTLE NOISE HEARD IN THE FRONT OF DASH AREA, MOST NOTICEABLE AT THE CENTER DEFROSTER DUCT. GM VOICEMAIL EXPRESS. *TT
 
This turned out to be the ECM (I think that is what it is) under the hood. It sits just above the power steering fill cap and the bracket is held on by two nuts. The one on the firewall was missing. It was so annoying, that we took the dash apart but couldn't find anything. Then looked some more under the hood and got it.
