1970 lemans rear shock

Hello new to this can someone tell me what hole should the bottom bolt go in on the rear shock . The old ones were in the top hole and the bolts looked bent when I took them off
 
I assume you mean what hole in the bracket attached to the axle? The correct hole is the lower one.

That's where I put them to hold it in place while I got the top bolts in place. It just looked correct in the lower hole . Both of the old shock bolts were bent so I just wanted to double check
