1992 firebird heater/ac fan trouble

All:
I have a 1992 firebird, heater will not turn on. I tested fan, it starts. I replaced resister, relay, and the motor control switch with new parts. Checked the 25 amp fuse. Still won't work. Does anyone have any ideas? Much appreciated!

have you used a test light to see whether the relay is getting power and sending power to the fan motor when energized?
have you tested if power is going to the resistor?
