That's assuming perfect shifting. Perfect track conditions. Perfect driver reaction. Assuming perfect maintenance, so there's no loss of power due to bad plugs, old oil, etc.
Basically all the perfect conditions that no average driver will ever experience.
For the average driver, I'd say low to mid 15s. Maybe even higher.
I've seen people drive 12 second cars, in 14-15, because they simply don't know how to drive well.
