1993 Pontiac Grand Am GT heat not working?

I have a 1993 Pontiac Grand Am GT 3.3L with 135K. The heat in this car has never really worked well except for a few months after I replaced the thermostat. I have replaced the thermostat twice, and it will work fine for a few months, then go back to how it was. The temp gauge doesn't even go 1/4 of the way up now. The heater core was back flushed a few months ago, but it didn't really help either. Any ideas as to how I can fix the heat, or help it somewhat? The blower/fans work fine.
 
maybe flush out the radiator too , check for debris in the vents
make sure the water pump is working well

i would try flushing the cooling system.make sure there are no coolant leaks and make sure the coolant is full and the system is bled well. air in the system or low coolant can cause poor heat.
