1997 sunfire horn relay location

I have a 1997 sunfire and the horn is not working. I've read that the ciggerette lighter is on the same relay I've diagnosed its not working either so that leads me to believe my horn relay needs replaced. I've read the location is behind the glove compartment. My question is 1 is my diagnoses correct? 2 is the horn relay in fact located behind the glove compartment? 3 I've ordered a new horn that claims 116db is that gonna over power the relay and burn it up? Ive not installed the new horn yet, the horn hasn't worked since I bought it. From what I've gathered the relay swap should fix the problem I'm just seeking the opinion of a sunfire expert before I order the part, i did have to replace the alternator due to a bad voltage regulator 2 months ago not sure if that's relevant but too much information never hurts. Any advice and help is greatly apprciated. happy holidays too all
 
your relay would not effect the Power outlet or cigarette lighter if the car is equipped with the smokers package.
I would start by testing the fuses, as far as the relay location you will need to look that up in a factory service manual or the owners manual may be helpful with this information. I provided a link where to obtain the owners manual online in a recent previous post.

you should find a common fuse for the lighter diagnostic connector and horn under the hood. according to the manual

With the owners manual link I provided page 6/58 shows this fuse to be the center fuse on the inside fuse panel located on the drivers side of the dash, not under the hood.

I must have looked at the wrong year manual earlier. in the inside fuse panel, the fuse is located in the center of the panel and is labeled cig.

the circuits effected by this fuse is Cigarette Lighter, Horn,
Diagnostic Connector
