1999 2.2 Sunfire Quick Cooling Fan Question

Searched for an answer and while the information I am looking for was discussed, I couldn't find it explicitly stated. I don't believe my cooling fan is working properly. I say this due to (what I believe to be) overheating while stopped/idling. The fan 100% comes on when my air conditioning is turned on. The fan does not come on when I turn just the blower on. I swapped relays with the heater/blower and saw no change. I unplugged the sensor near the alternator with the engine running and the fan did not come on.

Should the fan come on immediately when this sensor is unplugged? Is there any other troubleshooting I can do? I just replaced the entire fan assembly about two years ago. Thank you for your assistance.
 
if you are unplugging the sensor in the thermostat housing the fan should come on.
