1999 Sunfire power but will not turn over

The car is a standard and was running well, then suddenly it will not turn over. Good battery, other systems work but no starter. Faint click from large square fuses on top of left fender and from under the car. Boosting does not help. Checked ground. Need ideas

Where is the starter relay? I checked to see if there was power to the starter. The large red wire has power at the solenoid. However I tried to check the smaller wire to the solenoid. I assume that this goes from the ignition to the solenoid to activate it through the clutch pedal switch. I shorted out the clutch pedal switch with a paper clip (to be an unbroken circuit)but I m not getting a voltage reading on the small solenoid wire when the ignition is turned on all the way to start. If the starter relay is a fuse in the ignition circuit this would explain no power. Need advice.....
