I don't understand the question. The strap just wraps around the muffler and slides into a rubber hanger.
There should be a bolt on the strap that tightens it around the muffler. Take the bolt off, knock the strap loose from the muffler, pull the strap out of the rubber mount. If you have any trouble getting the strap loose from either the muffler or the hanger use a little WD-40 on it.
Reverse this procedure to put the new one back in. Really, it's not rocket science.
