2001 aztec starting issues

My aztec is having trouble starting. The symptoms are:
Car stuck in park(clicking sound in dash when I hit the button on the shifter)
All lights go off when ignition is in the start position but nothing happens
Key is stuck in the ignition
Warning chime goes off CONSTANTLY and heads up display says CHECK GUAGES
I have 2 bcms and it does not matter which one I use the issues are the same.
I am leaning twards a bad console shifter but not sure if that will cause all these problems. It started all this at the same time.

what is the battery voltage?
are all battery cables clean and tight at all locations, at the battery, the starter and the ground?
you do have your foot on the brake pedal when you try to move the shifter out of park?
 
Battery is new.
Cables were cleaned this morning along with ground wire that connects to starter
Yes I am pushing brake.
Brake lighrs come on.
The key now comes out of ignition. I had disconnected the plug on the shifter to inspect it. After I plugged it back In the key came out

Brake switch turns on brake lights
12.6 v at battery with 100% charge.(It's been on a charger)
The shifter if unplugged will not allow key to come out.
Starter will turn over with screwdriver
Bcm replaced with junkyard bcm
That may or may not have been usefull info.
 
when you turn the key to start using a test light or voltmeter do you get power at the starter solenoid?
