2002 Pontiac Bonneville SC Won't go over 3k rpms

My boniville will not go over 3000k rpms otherwise its stalls completely then I have to restart it.

When driving at about 1500k it studders so bad its like going over rumble strips

Sounds to me like a fuel problem but I'm not sure.

1. Do you have a check engine light on?
2. How many miles since you changed the fuel filter?
3. Have you done a fuel pressure test?
