2003 Pontiac Grand AM coolant resorvoir excessive hose?

I have coolant leak on 2003 Grand Am and it looks like there is an excessive coolant hose on this vehicle or has someone unplugged as hose and left it like that? There is no pressure on the reservoir It really doesn't make sense to me to put a heavy duty pressure cap on it which is so freaking tight and allowing it not keep pressure with the "excessive coolant"hose.Can someone tell me what's going on? Is there such something like that or is it an unplugged/cut hose which goes somewhere. I put a bottle on the end to see if the coolant is leaking from there. We'll see. Answer this with your mechanical expertise and be my yahoo answers super hero!
 
there is a drain hose attached to the tank from preventing over filling.
 
Chances are that the coolant you are seeing is from the over pressure from a possible head gasket or other issue (if the car is overheating) or possibly just over full and venting from the overflow (the hose you are talking about) you need to check the level in the tank and find out if it is at the proper level before you take any action..
