2003 Pontiac Grand Am horn won't work?

I was in my house and I hear my car horn just blasting not stop. By the time I got outside, the horn had stopped, I sat in the car turned it on and pressed the horn. The horn did not work. When I press the horn I hear a clicking sound. I checked the relays and the fuses but they are all ok. Has this happened to anyone before, or is there any advice aside from taking it to the dealer?
 
If you have confirmed it's not the relay, by swapping it with another in the underhood fuse panel then the horn itself probably shorted out. The horns are behind the bumper on the R/H side and you can get to them by crawling underneath. If you have a test light put the clip on the negative battery terminal or a nice clean bolt head somewhere and pull the wire off the horn and put the test light into the wire receptacle, now have someone press the horn and see if the light lights up on the test light. If so replace the horns, if not you have a wiring problem.
