2004 aztek no start

I ha e a 2004 aztek rally it won't start. It won't even crank. New battery it has powe. Seems to finally start after turning the key off and depressing the pedal several times. I was told it could be the neutral safety switch. Could the key need reprogramming?

Unless you have a security light on it is not the key.
Does it start because you are turning the switch on and off indicating a bad switch?
If you shift to neutral does it start?
Do you have a voltmeter?
Do you know how to jump the starter solenoid?
