400 pontiac engine build help

I am trying to help a buddy of mine get some info on a 400 engine build. He has a 67 Firebird, kinda rough buildable. He bought it with a 455 in it supposed to have been rebuilt. He has a lead foot and so 3 rods are sticking out of the oilpan.
block is toast along with the crank. So he has a 400 block and here is what he wants. Wants to stroke it to a 461 reuse his 455 heads, can't remember the casting # but they are supposed to be the best stock heads. and put in a roller cam set up. I would like to know what maybe some of you guys and maybe girls have built to give us and idea on the cam set up . He wants 450 hp and 500 ft. lbs. of torque. His budget is about 4 K. have you tried the competition cams software for determining cam choice? Knowing the heads is important because if they have too big a CC putting them on a 400 will kill the compression. A good source for information is www.wallaceracing.com
