"Some of the GM cars were designed to run the blower on low speed all the time. It was part of the "flow through ventilation" started around 1968 to keep fresh air moving through the cabin. Around 1975 the fan was able to be shut off with the switch but GM still had the fresh air movement, it was done with air moving into the cabin while the vehicle is in motion."
